Reappraisal, Design & Construction of new Primary Health Care Facility.

Background

Wellington Medical Practice appointed architects who designed and gained detailed planning consent for an overlarge and elaborate scheme which proved unviable with considerable cost in fees.

By recommendation of the Practice's advisers Kitto Developments Ltd were invited to re-appraise the scheme. Kitto agreed to put together proposals at no cost to the practice for either a freehold or leasehold package to provide all the necessary facilities within a viable budget for the practices. This was achieved, agreement reached, and a detailed planning application was prepared and subsequently granted. Funding was secured for the freehold package and Kitto Construction finalized a negotiated design & build contract which commenced on site in October 2009 with completion in November 2010. The project is designed to BREEAM excellent standard.

The New Scheme

The new building is mainly two storeys with a central courtyard and a single storey wing for the pharmacy, dentist, treatment and minor operations rooms. On site car parking for 65, new access and landscaped grounds are provided.

The ground floor comprises of entrance lobby with patient registration and information points leading into a waiting area with children's play and reception. The reception is notionally divided to serve two practices which each have six consulting rooms, plus various support rooms such as interview/breast feeding, nurse consulting /phlebotomy, health visitors, stores & toilets.

The treatment wing includes examination, treatment and recovery cluster, three treatment rooms, minor surgery, utility and storage rooms. The dentist and pharmacy are externally accessible off the entrance court. The dental suite provides a single surgery, stock/x-ray room, office, waiting area and disabled toilet. The 75 sq m pharmacy serviced shell is to be fitted out by Boots.

A lift and two staircases provide access to the first floor meeting/training room with acoustic partition divider, staff rest room/kitchen, extensive offices, community nursing and health visitor team rooms, library, medical records, IT room, stores, toilets and shower room.

All services are provided. Heating is gas under-floor heating with comfort cooling to meeting/training and communications rooms. Data, telecom, CCTV security & alarm, access controls and a patient call system are provided.

Kitto Joinery Ltd manufactured the bespoke joinery including reception counter & fitted furniture.

External works included new access road and car park. Section 278 works covered improved pedestrian pavements, crossovers and traffic calming measures. Planning conditions included for relocation of slow worms, tree protection, attenuation of surface water with a large underground groundwater storage tank and extensive landscaping and planting.

BREEAM excellent standard applies. Kitto registered the scheme with the Considerate Constructors Scheme. An highly effective waste management scheme was used resulting in the majority of waste being recycled. Kitto's Enviromental Management System was also adopted.

The project will be completed within 56 weeks being handed over two weeks early despite three week delay due to snow.

Contract Value - £2.9 m (excluding land) Contract Period - 58 weeks.
